DLI Recommendations

To strengthen DLI pathways and improve long-term sustainability, the committee proposed and the Board of Education approved transitioning to a magnet school model for secondary DLI. 

The following school locations for the DLI languages have been approved starting 2026-27: 

Portuguese

  • Cedar Ridge (Magnet) -> North Cache -> Sky View

Chinese

  • Cedar Ridge (Magnet) -> Juniper Ridge (Hyde Park) -> Green Canyon

French

  • Spring Creek (Magnet) -> Maple View (Nibley) -> Ridgeline

Spanish

  • Spring Creek (Magnet) -> South Cache -> Mountain Crest*

The DLI proposal includes a transition plan to guide the district, families, and students through potential changes. The plan outlines timelines and pathways to support current and future DLI participants.

Notes: *RHS students in lower classes could join the course if there is room and they have passed the AP Spanish exam. *Students may dual-enroll at their boundary school and complete their Bridge course at MCHS if they don't want to attend MCHS full-time. Families doing this would be responsible for their own transportation to and from MCHS.

Proposals and Approvals

Proposal to CCSD Board of Education

On May 1, 2025, the DLI Committee presented its recommendations to the Cache County Board of Education. The board reviewed the proposal and related materials. On August 7, 2025, CCSD administration reviewed the DLI Committee recommendations with the Cache County Board of Education. 

As part of the presentation, district leadership reviewed enrollment trends and student achievement data related to the DLI program:

  • An average of 210 students have enrolled in DLI programs each year over the past six years.
  • DLI students perform at or above the level of non-DLI students on state tests and other academic measures.
  • AAPPL scores, AP pass rates, and Bridge course participation show continued strength over time.
  • Historical enrollment and retention data show consistent interest in the program across all sites.
  • Participation in DLI does not negatively impact performance in other academic subjects. In fact, results often show a positive correlation.

The committee’s focus was to provide suggestions for accessible and equitable opportunities for all students throughout the district. The DLI Committee concluded its work after four meetings held between February and April 2025.

North-area DLI Proposed Changes Approved

On September 18, 2025, the Cache County Board of Education voted unanimously to approve the proposed DLI changes for the north end of Cache County School District. This involves all students engaged in the Chinese and Portuguese DLI programs.

The Board unanimously voted to table decisions on the south-end schools pending further proposals and reviews. These proposals involve the Spanish and French DLI programs. Continued proposals and discussions are intended to ensure accessible and equitable opportunities for all students throughout the district.

South-area DLI Proposed Transportation Option

On November 20, 2025, the Cache County Board of Education voted 5:1 to approve district transportation options for Nibley students. Nibley-based Spanish DLI students have bus options for South Cache for the next four years, if the service is utilized. Transportation details are to be determined and will be communicated at a future date.

Spanish DLI Program Boundary Changes Hearing 

A public hearing was held before the Cache County School District Board of Education on January 22, 2026, at 5:45 p.m. regarding the Spanish DLI program. This was an opportunity for community members to voice their opinions and concerns.

Need for Proposed Spanish DLI Program Boundary Changes

During its April 25, 2024, board meeting, the Cache County Board of Education voted to approve the creation of two Dual Language Immersion (DLI) magnet elementary schools. It was approved for Spring Creek Elementary to house the French and Spanish DLI programs. 

A committee was established to develop recommendations for increasing access to the DLI program for all students and families at the secondary level. Mountain Crest High School is the only high school in the Cache County School District without the DLI program. The committee recommended moving the secondary Spanish DLI program from Ridgeline High School to Mountain Crest High School with a transition plan. 

Three new school buildings will be opened in the fall of 2026. With the approved change in school boundaries, transportation needs were addressed on November 20, 2025. The Board of Education approved a transportation option for Spanish DLI students in the Nibley area to South Cache Middle School, where the Spanish DLI program is currently offered and will remain. If utilized, this will be available for the next four years.

The French program, housed at Spring Creek Middle School, will move with the middle school to the new Maple View Middle School. It will also remain at Ridgeline High School.

Proposed Solution

Beginning with the 2026-2027 school year, it was proposed to move the secondary Spanish DLI program from Ridgeline High School to Mountain Crest High School.

Spanish DLI Program Boundary Changes Approved

On January 22, 2026 at the Cache County School Board Business Meeting, the CCSD Board of Education voted and approved for the secondary Spanish DLI program to be moved from Ridgeline High School. They also voted and approved that the Spanish DLI program be moved to Mountain Crest High School. This change will take place beginning with the 2026-2027 school year.

 

Planning for the Future of Dual Language Immersion: A Committee at Work

As CCSD prepares for the exciting opening of three new schools in 2026, its presented with a unique opportunity to strengthen and refine the Dual Language Immersion (DLI) program. With these changes on the horizon, CCSD has formed a diverse and representative committee tasked with recommending updates to how and where our DLI programs are offered.

Currently, CCSD DLI programs span four languages and are housed across various schools. As the school district plans for the future, it is recommended to consolidate the four DLI languages into two elementary magnet schools in the fall of 2026: 

  • Cedar Ridge Elementary for Chinese and Portuguese, located in Hyde Park
  • Spring Creek Elementary for French and Spanish, located in Providence

This will allow for more concentrated resources, increased collaboration among DLI educators, and a consistent experience for students and families.

At the secondary level, CCSD is exploring which middle and high schools will house our four DLI languages. The goal is to ensure equitable access to DLI programs for students throughout the district and make the most of new facilities.

A committee composed of educators, administrators, and parents from diverse backgrounds has been formed to guide this important work. Parent voices are a key part of the conversation, and the committee is committed to ensuring that any proposed changes reflect community's values, needs, and hopes.

This committee will study the current program structure, assess logistical considerations, gather input from stakeholders, and ultimately make recommendations to the Board of Education. The goal is to design a sustainable, high-quality DLI program supporting all participating students' academic achievement, cultural competence, and bilingualism.

We are grateful for the committee's thoughtful work and look forward to sharing updates with families as the process moves forward. Community engagement will continue to be vital to shaping the future of our Dual Language Immersion program.

Committee Transportation Considerations

One of the primary topics discussed was transportation. After review, the committee does not recommend providing district transportation to magnet schools. The cost and operational impact were determined to not be in the best interest of the broader school community.

The committee prioritized accessibility and equity throughout the proposal process. Key considerations included:

  • Ensuring every high school offers a DLI language option, even if it is not the same language across sites.

  • Aligning program access with existing school boundaries and feeder systems.

  • Exploring ways to improve equity across socioeconomic, geographic, and demographic factors.

The proposal is aligned with upcoming grade reconfiguration plans and middle-to-high school feeder patterns.

Cache County School District Dual Language Immersion (DLI) Magnet Schools

During its April 25, 2024 board meeting, the Cache County Board of Education voted to approve the creation of two Dual Language Immersion (DLI) magnet elementary schools. These schools, which will be housed in Cedar Ridge Elementary in Hyde Park and what will become Spring Creek Elementary in Providence, will begin operation in the 2026-27 school year. Cedar Ridge Elementary will house the Chinese and Portuguese programs, and Spring Creek Elementary will house the French and Spanish programs.

In approving the magnet schools, the Board directed district administrators to find ways to increase access to the DLI program for all students and families. As a result, a committee will be formed consisting of school administrators, teachers, parents, and community members. This committee will meet throughout the 2024-25 school year and will examine considerations such as student access to bussing and the lottery system. 

The committee will also discuss the possibility of shifting the DLI pathways in secondary schools to coordinate with the magnet elementary schools, focusing on increasing student opportunities, especially for those within Mountain Crest High School’s boundaries. Mountain Crest is the only secondary school in the district without a program, while Ridgeline High School has two programs. If the committee recommends moving a program to Mountain Crest and it is accepted by the Board, the change will be phased in to ensure that students are not asked to change schools once they have already started attending.

Cache County School District remains steadfast in its commitment to the DLI Program and will continue to provide comprehensive support. Our aim is to create opportunities for as many district students and families as possible while optimizing space in our elementary schools.
