CCSD Open Enrollment Options Program

Any student who wishes to attend a school that is not their boundary school needs to apply for an out-of-boundary permit. An out-of-boundary permit allows a student to enroll as if they were a boundary student. A student with an approved out-of-boundary permit may continue to attend until 1) the parent chooses to end the permit, 2) the student completes the last grade offered, 3) a suspension or expulsion, or 4) the Cache County Board of Education (Board) elects to revoke permits for a school where enrollment exceeds the maximum building capacity. 

Out-of-boundary students accepted for enrollment in a district dual language immersion program (DLI) do not require an open enrollment application to request a permit to attend the school where the program is located. Out-of-boundary permits for DLI students will be approved upon confirmation of a student’s intent to participate in the program. If the student withdraws from the program, an out-of-boundary application must be submitted, and a new permit must be approved in order to remain enrolled at the school where the program is located. 

The number of permits available for students requesting an out-of-boundary permit will change throughout the year and from one year to the next:

• Early Enrollment for 2026-27 extends from October 18 - December 12. During this window, schools must grant seats to out-of-boundary students if their projected enrollment for the following year is less than the early open enrollment threshold. Permits in this period are granted through a lottery process using the priorities established by the Board. Approved permit transfer requests become effective the following school year beginning on the first day of school. 
• Late Enrollment applications are those filed after the early enrollment deadline. Late requests can be filed at any time for the following school year or for the current year. Permits are granted on a first-come, first-served basis if space is available under the late open enrollment threshold.

For both the early and late enrollment windows, a waiting list is used when seats are not available. Schools will follow the waiting list order should seats become available. Parents may request on their application up to three schools from the list of those that are open for enrollment.

Exceptions to the process may be made in extraordinary circumstances. All permit decisions are made by the school principal, in consultation with their Administrator of Schools and/or Student Services.

The following priorities were established by the Board for use during the Early Enrollment window. All students in a lottery category are randomly assigned a position on the waiting list, regardless of when in the window their application was submitted. Available seats are awarded in descending priority order.

High School

1. Juniors wishing to remain at a school as a senior.
2. Children of school employees.
3. Siblings of students already attending on an open enrollment permit.
4. Students living within the district.
5. All other students.

Middle School

1. Children of school employees.
2. Students currently enrolled at the school wishing to remain at the school.
3. Siblings of students already attending on an open enrollment permit.
4. Students living within the district.
5. All other students

Elementary School

1. Children of School Employees
2. 4th graders wishing to remain as 5th graders.
3. Students currently enrolled at the school wishing to remain at the school.
4. Siblings of students on open enrollment permits.
5. Students living within the district.

An online electronic form and payment fee are available for your convenience. The application, in both English and Spanish, can be accessed above. Hard copies of the application are available at CCSD Legacy Campus Building at 2063 North 1200 East, North Logan, Utah 84341. The application process consists of the completed form and a non-refundable $5.00 processing fee. 

During the Early Enrollment window, parents and guardians will be notified no later than March 31st as to whether the application has been approved, denied, or added to a waiting list. During the Late Enrollment window, notifications of applications for the next school year will be given within two weeks after March 31st, within two weeks of receipt of the application, or by the Friday before the new school year begins, whichever is later. Notifications of Late Enrollment applications for the current school year will be given within two weeks after receipt of the application.

Applications will remain on the waiting list through the end of the school year for which they were submitted. However, if a parent or guardian accepts any seat offered by a school, all waitlist positions for all schools for their student will be removed.
