E-Bike Safety & School Parking Lot Guidelines

Dear Parents and Guardians,

We are reaching out to share important information regarding electric bicycle (e-bike) safety under Utah State law and to clarify school parking lot expectations at all Cache County schools. Our goal is to promote safety and awareness.

E-Bike Safety and Utah Law

Electric bicycles are becoming increasingly popular among students. Under Utah law, e-bikes are divided into three classifications (Class 1, Class 2, and Class 3) based on speed and motor assistance. 

  • Class 1 e-bikes are pedal assisted with a maximum speed of 20 MPH. The motor provides assistance only when the rider is pedaling.
  • Class 2 e-bikes have a throttle assist with a maximum speed of 20 MPH. The motor can be engaged without pedaling.
  • Class 3 e-bikes are pedal assisted with a maximum speed of 28 MPH. The motor only provides assistance when the rider is pedaling.
  • Any motorized bike above class 3 capabilities is considered an electronic motorcycle and any operator of that e-motorcycle must be a licensed driver and have a motorcycle endorsement on their driver’s license. 

With this in mind, please note:

  • Riders under 16 years of age may not operate a Class 3 e-bike.
  • Riders under 14 years of age may only operate an e-bike when supervised by a parent or guardian.
  • E-bike riders must follow the same traffic laws as traditional bicycles, including obeying traffic signals and yielding to pedestrians.

Safe operation—especially around schools, sidewalks, and crosswalks—is essential to protect students and the community. Students should always wear a helmet when riding.

We encourage families to review e-bike classifications and safety expectations together. Proper helmet use, speed awareness, and respectful riding on and near school property greatly reduce the risk of accidents and injuries. All e-bikes must be parked in school designated bike racks.


School Parking Lot Guidelines


To help maintain safe and secure campuses, parking lots at all Cache County schools are closed to vehicle access after 10:00 PM unless prior authorization has been granted.
Limiting after-hours access helps reduce vandalism, ensure student safety, and preserve school property. Individuals on school property after hours without authorization will be cited for trespassing; however, our primary goal is awareness and voluntary compliance.
We appreciate your partnership in reinforcing these expectations with your students. By working together, we can continue to foster a safe and respectful environment for everyone.
