Board Meeting: Business Session & Boundary Hearing

District Teacher of the Year:

Julie Miner presented by Stacie Williamson “This woman deserves to be our teacher of the year.”

Public Input was given on two issues: secondary DLI and boundary changes.

June through September will be given next month as the district is currently in an audit. Notice of the second and final 2023 Bond issue was given.

Superintendent's Report:

Recognized that the district is facing challenging decisions and that they impact students. Concerning DLI and Boundaries - The process started with committees that included parent representatives on the committee and guiding principles of educating students first. Both proposals came out of the committees with unanimous support. 

There was a community meeting held in Hyde Park on September 17, 2025. The new principal was introduced, and the district started the process of creating parent committees, creating a community council, and a PTA. 

The district received a spending report from the state. It shows that CCSD is putting money in classrooms and instruction, with spending for students at or exceeding state averages. Spending for administration is below the state average, the third lowest in the state.

August 7, 2025

• Student Data Privacy Manager Andrew Clark presented on SchoolAI's collaboration with CCSD. 
  • Together, CCSD and SchoolAI are "Educating students for success in a changing world, while making school awesome!"
  • SchoolAI provides guardrails to protect students and structured supports for teachers. Its primary purpose in our schools is lesson enhancement, with far greater security than other platforms.
• Principals Blair Powell and Randy Bennion presented the recommendations of the New Middle School Naming Committees for Nibley and Hyde Park. The results are as follows: 
  • Hyde Park's middle school:
    • Name: Canyon Ridge
    • Mascot: Foxes
    • Colors: Royal Blue & Silver
  • Nibley's middle school:
    • Name: Hollow Creek
    • Mascot: Hawks
    • Colors: Blue, Silver, & Green
• Alden Jack, Director of Student Services, recommended changes to the Nutritional and School Meals policy in accordance with HB100.
• Sky View, Green Canyon, and Spring Creek presented their TSSA Plans for approval.
• Executive Director of Elementary Education Support, Derek Beer, presented the Dual-Language Immersion (DLI) Program Evaluation as part of ongoing discussions about adjustments to the district's DLI program.
  • The goals/considerations of the plan are:
    • Stable enrollment and retention
    • Pathways for current students to finish the program
    • Professional courtesy to staff
  • Under this plan, Cedar Ridge and Spring Creek will become magnet elementary schools in the 2026-27 school year. Cedar Ridge will host Portuguese and Chinese, and Spring Creek will host Spanish and French.
    • There will be a gradual bridge transition to one DLI program per high school, as follows:
      • Green Canyon - Chinese
      • Mountain Crest - Spanish
      • Ridgeline - French
      • Sky View - Portuguese
  • John Anderson, Executive Director of Secondary Education Support, presented recommended minor word adjustments to the existing district cell phone policy.
  • Brittany Foster, Executive Director of Teaching and Learning, presented the district's Early Learning Plan, a state requirement with the aim of growth and improved outcomes. This plan seeks to foster math understanding and engagement.
  • Foster also presented on professional development opportunities throughout the year for teachers in the district. Such opportunities are designed to support and empower our teachers.
  • Board President Teri Rhodes shared the Board of Education's current 2025-26 goals:
    • Create a new Board Member training program
    • Create a list of school-related abbreviations for school community councils.
