Policy No. 4700 Assessments of Student Achievement
Purpose and Philosophy Policy
To ensure that student achievement and growth are accurately measured through statewide and districtwide assessments, the Cache County Board of Education (Board) recognizes its responsibility to develop a comprehensive assessment system in accordance with state and federal laws. Information from student assessments is used by the Cache County School District (District), schools, and educators as an essential tool to plan, measure, and evaluate the effectiveness of the District’s educational program and make instructional decisions. It is the Board’s belief that the implementation of accurate and effective assessment practices is a critical component of a comprehensive education system.
Utah Laws Concerning Student Assessment
Utah Law and Utah State Board of Education (USBE) Rule provide that school districts shall assess student achievement statewide to evaluate academic proficiency and identify the need for additional resources to ensure the educational opportunities for all students and improve existing programs. Statewide assessment results are used as a measure of equity and in accordance with Utah’s statewide school accountability system. Gathering accurate and comprehensive student achievement data from standardized assessments is vital to the effective and equitable distribution of resources at state, district, and school levels.
Establishment of Assessment Plans and Practices
The Board directs the superintendent and district administrators to establish detailed procedures to guide the conduct and activities of schools and individuals within the District related to the assessment of student achievement as indicated within this policy. The District will coordinate the logistics, training, communication, and technical support for its assessment program. Such procedures shall be in accordance with state and federal laws, USBE Rule, and USBE Standard Test Administration and Testing Ethics Policy. All district personnel are expected to maintain the highest ethical standards associated with responsible testing practices.
