Administration of Seizure Rescue Medications at School Procedures

A. A seizure rescue medication may be administered by a trained and authorized employee in accordance with Utah Code 53A-11-603.5.

B. A parent of a student who experiences seizures may submit a “Seizure Medication Management Order" (SMMO) under the following circumstances. The student receiving the seizure rescue medication must first have met the following conditions:

  1. SMMO includes the following:
    • Certification that:
      • A prescribing licensed health care provider has prescribed the seizure medication for the student.
      • The student's parent has previously administered the student’s seizure rescue medication in a non-medically-supervised setting without a complication; and
      • The student has previously ceased having full body prolonged or convulsive seizure activity as a result of receiving the seizure rescue medication.
    • A description of the specific seizure rescue medication authorized for the student including the indicated dose, and instructions for administration.
    • A request that the student’s school identify and train school employees who are willing to volunteer to receive training to administer a seizure rescue medication in accordance with this Policy and Procedure.
    • Authorization for a trained school employee volunteer to administer a seizure rescue medication.

C. Upon receipt of a SMMO, the school will:

  1. inform school employees of the opportunity to be a Seizure Rescue trained personnel. A school may not prohibit or compel a school employee from volunteering to become Seizure Rescue trained. If no volunteers are found, the school will call 911 and share the SMMO with EMS upon arrival.

D. Seizure Rescue Trained Personnel must be:

  1. be an employee where at least one student has a seizure rescue authorization
  2. be at least 18 years old;
  3. volunteer to receive training in the administration of seizure rescue medication;
  4. complete a training program described below;
  5. demonstrate competency on an assessment following training; and
  6. complete annual refresher training each year.

E. Initial and annual training will be provided by the school nurse and shall follow the training program developed by the Department of Health pursuant to Utah code 53E-9- 505. Training shall include the following:

  1. techniques to recognize symptoms that warrant the administration of a seizure rescue medication;
  2. standards and procedures for the storage of a seizure rescue medication.;
  3. other emergency procedures, including calling 911 and contacting, if possible, the student’s parent;
  4. an assessment to determine if an individual is competent to administer a seizure rescue medication;
  5. annual refresher training; and
  6. written materials describing information provided in the training.

F. A trained employee may administer the seizure rescue medication to a student meeting the conditions:

  1. the student is exhibiting symptom(s), described in the student’s Medicine Order, that warrants the administration of the seizure rescue medication; and
  2. a licensed health care provider is not immediately available to administer it.

G. If a trained volunteer is not available, the school will call EMS/911 and share the SMMO with EMS upon arrival.
