Policy No. 3040 Foreign Exchange Students Policy
Foreign Exchange Students: The intent of the foreign exchange program for J-1 students is to provide a cultural and education experience in an American high school. This cultural and education experience can benefit all students by having the opportunity to become familiar with individuals from diverse backgrounds and cultures.
Admission
A limited number of Foreign Exchange Students (FES) will be admitted in the Cache County School District for the purpose of international understanding and cultural enrichment. The number of FES admitted will correspond to the funded allotment from the Utah State Board of Education which may vary from year to year. Students must be sponsored by an agency that is accredited with the Council on Standards in International Educational Travel (CSIET). Exchange students must be of the same general age of district high school students. FES will only be enrolled for one school year. The District reserves the right to cancel a FES enrollment if the FES becomes an unreasonable burden upon the public schools or other public agencies.
One-to-One Exchanges
As provided by UCA 53G-6-707(6), the District will enroll an FES if the FES is sponsored by an approved agency and attends the same school during the same time period that another student from the school is sponsored by the same agency and enrolled in a foreign country; and is enrolled for one year or less. A One-to-One Exchange as outlined will not count against the funded allotment from the Utah State Board of Education as explained in sub-section A. above.
High School Graduation
Foreign Exchange Students will not qualify for high school graduation nor will they receive a high school diploma. Sponsoring agencies, host families, and other parties may not advertise participation in formal graduation exercises from high school as an expectation for FES.
Fees
No special/additional fees will be charged Foreign Exchange Students. They will, however, be expected to pay fees that are required of regular students.
I-20 Forms
The district does not issue I-20 Forms for any potential students.
