Policy No. 3020: Limited English Proficient Students
English being the language of instruction, the inability to speak and understand he English language may exclude national origin minority group children from effective participation in the educational program offered by the Cache County School District. The district will take affirmative steps to assist such students in gaining requisite language skills in order to open its instructional program to these students.
The district shall develop and articulate a curriculum which is appropriate, specifically for LEP students, and which takes into consideration each LEP student’s age, level of English proficiency, and educational needs. The district will ensure that the alternative language programs will relate to the district’s curriculum.
The district will not assign national origin minority group students to Special Education classes on the basis of criteria that essentially measure or evaluate English language skills.
The district shall ensure that sufficient, adequate, and appropriate instructional materials are procured and available for all LEP students participating in the district’s alternative language programs.
The district will take affirmative steps to ensure that qualified staff is employed to provide appropriate alternative language instruction to LEP students.
