Policy No. 2040: Commitment to Planning
The Cache County School District Board of Education is committed to responsible governance that fosters student success through strategic planning, effective policy-making, and meaningful community engagement. This policy outlines the Board's commitment to creating the conditions necessary for student and staff success, establishing high expectations for learning, ensuring accountability, and promoting transparency.
1. Responsible Governance
The Board of Education will provide leadership that advances student achievement by:
- Establishing strategic direction through long-term planning and policy development;
- Advocating for public education at the local and state levels;
- Monitoring performance to ensure alignment with district goals; and
- Making informed, data-driven decisions that support continuous improvement.
2. Creating Conditions for Student and Staff Success
The Board is committed to creating and sustaining district-wide conditions that promote excellence in teaching and learning. This includes:
- Ensuring a safe and secure environment for all students and staff;
- Recruiting, developing, and retaining high-quality teachers, administrators, and support personnel;
- Providing rigorous, standards-aligned curriculum and equitable access to instructional technology;
- Maintaining high-quality school facilities that support student learning;
- Overseeing effective and efficient district operations; and
- Adopting and monitoring an annual budget that allocates resources in alignment with the district’s vision, strategic goals, and educational priorities.
3. High Expectations for Student Learning
The Board will adopt and support a district-wide strategic plan articulating high student learning and achievement expectations. The plan will do the following:
- Be developed collaboratively with input from educators, families, students, and community stakeholders;
- Set clear goals, benchmarks, and strategies for improving student outcomes; and
- Reflect the belief that all students can learn and achieve at high levels, regardless of individual background or circumstances.
The Board will lead with a vision of shared responsibility for student success that is embraced by schools, staff, families, and the broader community.
4. Accountability for Student Learning
The Board will ensure district accountability by:
- Requiring that the district’s strategic plan include measurable goals for academic progress;
- Expecting continuous improvement in student outcomes at both the school and district levels
- Evaluating the Superintendent based on clear, focused performance expectations aligned with student achievement; and
- Utilizing valid, reliable assessment data to identify progress and respond to student learning needs.
5. Community Engagement and Transparency
The Board values community input and is committed to transparent and inclusive governance. To support this commitment, the Board will:
- Maintain open, accountable processes and accessible communication channels;
- Engage families, community members, and stakeholders in meaningful dialogue and planning;
- Ensure district decisions are informed by diverse perspectives and responsive to community needs; and
- Proactively share district goals, initiatives, and performance data with the public.
Through these commitments, the Cache County School District Board of Education reaffirms its role as a proactive and principled governing body that champions student learning, fosters trust, and builds strong partnerships across the community.
